Commodore Prosper Modey, was born on 18 July 1964 at Klefe in the Volta Region. After completion of his first cycle education, he proceeded to the Kadjebi Secondary School and Sekondi College where he attained his Ordinary Level and Advanced Level Certificates respectively. He further proceeded to University of Ghana, Legon, where he obtained a Bachelor of Arts Degree in Economics and Statistics. He enlisted into the Ghana Armed Forces in 1994, trained at the Ghana Military Academy as part of Short Service Commission Intake 33 and commissioned into the Ghana Navy as a Supply Officer in 1994. He subsequently had his Sub Lieutenant Technical and Sub Lieutenants Logistics Courses at INS Venduruthy and INS Hamla, both in India from December 1997 to June 1998 and June 1998 to January 1999 respectively.

Ghana Armed Forces Command and Staff College (GAFCSC) Teshie – Accra in August 2005 and was also at Defence Service Staff College, Wellington, India for a Comparative Senior Staff College Course between 2006 and 2007. Other Military courses undertaken by Commodore Modey include International Peace Support Operations Course at the Kofi Annan International Peacekeeping Training Centre, Conflict and Crises Management Course and Defence Management Course at the Ghana Armed Forces Command and Staff College and AU/UN Military Observer Operations Course at Kenya Peace Support Training Centre.
Commodore Modey also holds a Master of Science Degree in Defence and Strategic Studies from Madras University, India, an Executive Master in Business Administration and Post Graduate Diploma in Public Administration both from Ghana Institute of Management and Public Administration (GIMPA).
Notable appointments held by Commodore Modey during the course of his career include; Deputy Chief Staff Officer (Logistics), Flag Officer Commanding Naval Logistics Command, Director Supply Division, Naval Secretary, Director Naval Training, Director Administration and Deputy Director Naval Administration at the Naval Headquarters. He also served as the Commanding Officer and Deputy Commanding Officer Ghana Navy Supply Depot Takoradi and Command Supply Officer, Eastern Naval Command. Commodore has held some appointments with the United Nations during the course of his career. These include Military Observer in MONUC from 2001 - 2002, Military Personnel Officer at UNMIL from 2008 - 2009 and seconded to the UNHQ/KPKO/OMA/FGS New York as a Planning Officer from 2011 - 2014.
During the course of his career, Commodore Modey has been awarded for several accomplishments and also honoured with several medals including commemorative medals and those attained on international peace operations such as the United Nations Mission in Liberia (UNMIL) and with the United Nations Mission in Democratic Republic of Congo (MONUC) among others.
He is married to Mrs Vivian Modey and blessed with 2 kids, Dzidefo and Keli and enjoys watching the National Geographic channel, other documentaries on television and walking during his leisure time.
